That's been a challenge for me for awhile. My temporary solution has been to use the buggy and outdated Cyder 2 program on my computer. But I found a much easier method that only requires an iOS device!.
In Cydia, download APT 0.7 Strict. (If it doesn't come up in search, try changing your setting to Developer.).
Find the package in Cydia that you want the.deb for. At the bottom of its page in Cydia will be its package ID.
It most likely will look something like 'com.developer.package-name'. Memorize it or write it down somewhere.
Open up your favorite terminal app, and login as root (type 'su' then press Enter, and type in your root password and press Enter again. If you don't know what your root password is, use 'alpine' and find a guide on how to change it later).
Type 'apt-get -d install package ID' without the brackets around the ID, then press Enter. If you receive a prompt, type y and press Enter.
Wait until the terminal finishes what it's doing, then use iFile or some other file browser to go to /var/cache/apt/archives and you should find your.deb! Couple of things to note: if whatever package you want to download has dependencies, those will be downloaded too. And this won't download paid packages unless you've paid for them (or a repo has terrible security. Spoiler: the default repos do not.).
